ASLACKBY & LAUGHTON PARISH COUNCIL

MINUTES OF MEETING HELD AT ASLACKBY VILLAGE HALL ON MONDAY 8TH SEPTEMBER 2025 COMMENCING AT 7 PM.

In attendance:

Parish Cllrs Atkinson, Carr-Bilas, Dodds, Fairhead, Leighton, Miller, Roberts

County Cllr M Hill, District Cllr R Dixon-Warren and 1 member of the public (M Bradley) was also in attendance.

1.

Public Forum:

Cllr Roberts welcomed everyone to the meeting.

 

Update from Resident carrying out potted history of village in particular Cemetery and Village Hall (history of building).

 

Cemetery - some papers missing from file – no plan of Cemetery located – no details of who buried where.  Cost approx. £500 Each year to maintain – loss leader, can this be improved upon!  No records of any charges etc.

 

Village Hall – Who owns understand (bequeathed to village by 2 ladies in the village during 50’s/60’s) – there are 2 Trustees – Hall is registered as a Charity.

No minutes posted out – could bring up to date i.e. use Village Website

Water leak reported – 7 days later still leaking but does not seem to be leaking enough for anyone to respond.

Opening of Meeting:

Cllr Roberts opened meeting proper at approx. 7.20 pm.

Apologies for Absence: None.

Declarations of Interest: None.

5.

County Councillor – Road surfacing Millthorpe to the Beck, A15 closed at weekends (lots of extra traffic).

By the bridge on the A15 – are we

District Councillor – Biggest issue is the proposed overhead powerlines – is going to affect everyone within 15 mile radius and more so when work starts.  Already in SKDC plan – RDW asked SKDC to look into!

Police – no police activity.

Follow up with DC regarding the removal of the trailer on the Green at the Council Garages: - trailer has now been removed.

7.

Flood Defences – Options: Further Sandbags ordered 20th August – when can we bag up with sand?  2 houses in the village still have problems with flooding.

To agree Minutes of Parish Council Meeting held on 7th July 2025:  All Cllrs present in Agreement for minutes to be signed.

Matters Arising from above minutes: None.

Finance:

Parish Clerk Salary – August - £218.91

BDG Mowing  - 1st and 22nd July - £380.40

BDG Mowing – 5th and 19th August - £316.80

LALC Affiliation Fee £97.36

All Councillors present in agreement for above payments to be made.

Up to date spreadsheet circulated to Councillors prior to meeting.

Cllr Carr-Bilas PAYE settled will liase with Accountant re HMRC – start afresh with new Clerk.

Parish Clerk to contact LALC requesting breakdown of what is covered!

Storage of Sand and Sand Bags: Sand Bags ordered (Cllr Roberts to source).

Grasscutting:  LCC Plan - Cllr Hill will find out which areas PC are actually responsible for – new map required for BDG Mowing.  BDG when gets new map, look at what charge for first metre and rest, will then need to increase his invoice -  Highways will work out meterage etc, raise purchase order.

Planning: No new applications.

15.

Highways: Dangerous driving in the village – reducing the speed limit to 20 mph?  Not going to happen!!

Neighbourhood Watch: Cllr Roberts - Individual not there anymore have not heard of any further incidents.

17.

Cemetery: Cllr Miller reported his contact does not have time to re do sign – we need to look at Noticeboard.  Cllr Atkinson advised Cllr Roberts verbally, need to publicise RULES which need to be adhered to and also have a dedicated page on Website.

To resolve whether the council move into closed session:

No requirement to go into Closed Session.

Any Matters for general discussion or inclusion in next Agenda:

Tree cut down at Temple Farm – member of public rang Cllr Roberts tree should not have been cut down as in conservation area.  Neighbour not aware of this.

Noticeboard (prices) Cemetery (QR Code) – charge third of what Bourne charge – Cllr Miller advised need to look at increasing prices – will look into and report back at next meeting.
