Public Forum:

Cllr Roberts welcomed everyone to the meeting.

Opening of Meeting:

Cllr Roberts opened meeting proper at 7 pm.

Declarations of Interest:

None.

County Councillor – LCC decided people flooded in village can apply – Council sometimes try and make it as simple and easy as possible – in due course can be done on website – made it easier and simpler to apply – if flooded in living area by end of next week should have information available for people to apply.

Looking at drains that have been silted up (floods).

Drain issues on programme, small pot hole repairs being done.  Laughton Lane going out of village (potholes) have been out two fairly big sessions carrying out repairs.

Question - Graby Layby - Yellow sign re road works but then disappeared but nothing happened!!

Bypass is a total mess.

District Councillor – Local Government Review and May Elections – SKDC will remain part of new Greater Lincolnshire – need 3 candidates aware of at moment.  LCC election of mayor will be run parallel for time being.  SKDC and LCC (unitary) will decide where Councillors going to be.  Super District with great more executive authority than District has.  Will not be CC will be UNITARY.  Each Unitary (larger area) will have same number of councillors (not same number of councillors as now)

Minutes of last meeting 6th January 2024:  agreed subject to adding in Precept request for 2025/2026.

Matters Arising:

Bird Scarers still going off in middle of night (GA) will have a word with individual.

Link re signage!!

Cllr Roberts will get proper quote through for 24th March.

Cones and Signs to advise people re Flooding!

Lleylandi Hedge (PC) – Cllr Roberts will speak with Cllr Hill – couple of large branches still need addressing.

Conservation Officer – talking to District re proposal to extend conservation area Aslackby up to Bay House Kirkby Underwood Road – Cllr Dodds has been more building inside Conservation Area in Aslackby than outside.

Finance: Payments approved for the following -

Parish Clerk Salary – January - £218.91 per month

The Parish Councillors reviewed the expenditure in the current year April 2024 to March 2025 and a motion was carried to set the Precept at £6,500 for the coming year 2025/26.

Parish Clerk Update:

Lionel (grass cutting) Cemetery – awaiting quote for this next financial year.

BDG quote received.

LALC – offer various training courses.

10.

Storage of Sand and Sand Bags:

Cllr Dodds will need both sand and bags.

Kieran does not have any bags.

Colin – suggest have made up so that can be used straight away.

SKDC – look into MH idea!!

Planning:

S24/2082 No Objections.

Highways:

Barrier on Graby Ford – broken needs reporting.

Neighbourhood Watch:

No update received from Police.

Event in village, some felt threatened, rang 999 Police came out!

Trailer left on lawn (base of caravan) lawn is cut by District Council – eyesore!! For surrounding residents – can we notify SKDC to request them to get moved as on Council land, shouldn’t be there?

Council Garages – door broken off and sits at side of resident’s garage – email to be sent to Cllr Dixon-Warren.

Cemetery:

Sign needs to be changed – need to think about wording – speak with Brian to see if happy for his number to go on it!! 0r alternatively Parish Clerk details – Cllr Dodds to sort out.  Broken Barrier MD to check with Lionel.

AOB:  

Skip – get for Spring cleanout i.e. Saturday 12th April from 8 am to 12 noon – Cllr Roberts will do signage for letter boxes.

To resolve whether the council move into closed session:

No requirement to go into Closed Session.
