ASLACKBY & LAUGHTON NOEMAL PARISH COUNCIL

MEETING HELD AT ASLACKBY VILLAGE HALL ON TUESDAY 21ST MAY FOLLOWING ANNUAL PARISH AND ANNUAL GENERAL MEETINGS

In attendance: 

1.   Public Forum:

No questions raised.

2.   Opening of Meeting: 

Cllr Roberts welcomed everyone to the meeting.

3.   Apologies for Absence: Cllrs M Hill and R Dixon-Warren.

4.   Declaration of Interest:  None.

5.   County Councillor and District Councillor’s Reports: No Reports.

6.   To agree Minutes of Parish Council Meeting held on 8th April 2024: Cllr Miller proposed minutes accepted – all in agreement.

7.   Matters arising from above minutes: Can we have the minutes earlier to go through: Clerk explained they have had a few issues with the internet but this has now been sorted.

8.   Finance authorisation of payments as presented by Parish Clerk:

BDG – all agreed that the Parish Council is not going to ask for a quote to pick up the grass cuttings.

Clerk presented expenses for the year: challenging the high cost of the internet. This is currently being split between three parishes.
 
9.   Parish Clerk Update: Successful in applying for a framed portrait of the King. This will be displayed in the Village Hall.

Re HMRC – asking the accountant to communicate with HMRC and forward all letters to the present clerk, as opposed to the old house of the ex-clerk.

10.   Storage of Sand and Sand Bags: All OK.

11.   Flooding Issue (re Changes to Dyke in field above property):

Cllr Dodds reported Flood Prevention Pond has been put in land on Laughton Road. 

Cllr Atkinson is applying to develop further flood prevention on land on the outskirts of Aslackby.

The ford filled up quite quickly on the last down pour but did not cause flooding. There is a bit of rubble left on the road left as the water receded.

Nothing further re culvert opposite Robin Hood – it is scheduled to go under the road, west of SL and down to a dyke on A15 away from the village. There is a concern that the broadband may be affected, tree roots have bunged up the drain.

In the village: Does our drainage system need replacing as the pump went in in 1976 and allegedly cannot cope?

12.   Planning: 

No new applications. One application waiting decision.

13.   Consultation Event (review): 

Chair advised that contact was made by the land agent to say no-one had come to the Village Hall which he had booked to display plans. However he had not publicised the event and so village residents were unaware that he was available to them. Several members of the public expressed dissatisfaction that this did not represent a true consultation with residents.

14.   Highways:

a)   Trees – need cutting back on Temple Road (leylandii) and not removed. Get clarity from M Hill.

b)   Car Parking – Nothing form the prosperity fund – Cllr Roberts will email for an update.

15.   Neighbourhood Watch: What is happening regarding the dog that bit someone – what are the police doing?

When someone is banned from being in the village – what are the police doing to stop the coming and going?

A handbag was dropped and money was taken from it. On CCTV but not reported to the police.

16.   Cemetery: Money received from a headstone being laid.

Poppy Wreath to be ordered by Cllr Roberts and money claimed back – All in agreement.

There was a wallet left in the cemetery. No ID. Cards inside were destroyed after the bank was contacted.

17.   Community Garden: Not going ahead. To be removed from the agenda.

18.   A.O.B: Interim session to sign off the accounts. Clerk to call meeting.

19.   To resolve whether the council move into closed session: No requirement.

20.   Any Matters for general discussion or inclusion in next agenda: None

21.   Date of next Meeting: Monday 1st July 2024 commencing at 7pm
