ASLACKBY & LAUGHTON PARISH COUNCIL

MINUTES OF PARISH COUNCIL MEETING HELD AT ASLACKBY VILLAGE HALL ON 

MONDAY 4TH DECEMBER 2023 COMMENCING AT 7 PM.

In attendance: Cllrs Dodds, Fairhead, Miller, Roberts. 2 members of the public were also in attendance.  

1.

Public Forum:

Kirkby Underwood Road – load of work done up there.

Gerry’s fence had been shortened – the landscaper concerned they were asked to reduce in height.  Cllr Roberts will contact SKDC to understand why.

Hedge at SL Engineering, this is PC issue – Cllr Atkinson is going to sort.

Margaret requested the possibility of better lighting further down Aveland Way as it is a darker area.

Closed Session (October) was informal conversation nothing further to report.

Opening of Meeting: Cllr Roberts welcomed everyone to the meeting.

Apologies for Absence: Cllrs Atkinson, Carr-bilas, Leighton.

No Report.

District Councillor Report:

No Report.

To agree Minutes of Parish Council Meeting held on 30th October 2023: All in agreement for above minutes to be signed.

Matters Arising from Minutes:

None.

8.

Finance:

New Bank Account – in her absence Cllr Carr-bilas advised all Cllrs by email the latest situation re move to on line banking.

Authorisation of payments presented by Parish Clerk:

Parish Clerk salary (November/December) – £437.82

BDG Mowing – £224.00.

Parish Clerk Update:

Precept request for 2024/25 to be submitted to SKDC by 19th January 2024.  Agenda item for Closed Session at January meeting.

Grasscutting areas – contractor does not have an actual map of area that is cut but is happy to walk around area with a member of the Council if required.

10.

Planning – new Planning Applications: None. 

Regarding the Lyndon Estate, Mr Thompson coming along to talk to people in the New Year regarding the proposals.

11.

Highways:

Flowline are working near the brook at a cost of £1200 – manhole near Sue’s house – has this ever been cleared from manhole to brook?  Near SL Eng corner 2 gratings not been cleared i.e. silted from dyke: this needs addressing.

Opal put cable into MD’s dyke and have been through with digger and filled in pipes.  Needs clearing.

MD will speak with highways re issues A15 blocked drains – ditch filled with soil, silt traps at top of village – ask if can sort out with sucker!

Sand/Sand bags – went on line to apply through Fix My Street i.e. 100 bags/ton sand.

Neighbourhood Watch: Very quiet at the moment.

13.

Cemetery: Many thanks to Lionel for the cracking job he did for Remembrance Day.  Cllrs Miller/Roberts proposed we present a Poppy Wreath in 2024.

14.

A.O.B:  None.

15.

Closed Session: No requirement to move into Closed Session.  The meeting closed at 7.51 pm.
