ASLACKBY & LAUGHTON PARISH COUNCIL
MINUTES OF PARISH COUNCIL MEETING HELD AT ASLACKBY VILLAGE HALL ON MONDAY 24TH JULY 2023 COMMENCING AT 6.30 PM.
In attendance: Cllrs Atkinson, Carr, Dodds, Fairhead, Leighton, Miller,
Roberts, County Cllr M Hill, 3 members of the public and Tony Walsh Representative from Openreach.
1. Public Forum:
Hedges on way in and out of the village need cutting back.
Notes re leaving cars on side of road i.e. Opals did not have appropriate permission to close roads etc – with LCC – appears do not tell people when closing roads!!
Mixed messages on Facebook re Anglian Water etc – is there a more formal way to advise people? PC will go back to them – advise need to come through a more formal route!
2. Talk from a representative of Openreach: See attached notes. During the course of the presentation questions were welcomed from the Public and Councillors who were present.
3. Opening of Meeting: Cllr Roberts welcomed everyone to the meeting.
4. Apologies for Absence:
District Cllr R Dixon-Warren (report sent below).
5 Declaration of interest: None.
6. County Councillor:
Thank you for getting in touch re cutting back hedge – cut 1 metre a year. Speeding – no enforcement in 50 mph area. Look at speed traps in that area (one area 60 mph).
District Councillor Report:
Aveland Update circulated for July. I continue to monitor the follow up to ASB and related incidents in and around Aveland Close and keep in touch with the SKDC Neighbourhoods Team over this. I am informed that this case is still being managed but there have not been any recent reports. The focus for trouble appears to have shifted which may explain why things seemed to have calmed down.
I have been researching Neighbourhood Watch and its relationship with Neighbourhood Policing to try to support your intent to start up a group. Nothing conclusive to report on this yet – you may well be ahead of me!
7. To agree Minutes of Parish Council Meeting held on 5th June 2023: All in agreement for above minutes to be signed.
8. Matters Arising from Minutes: None.
9. Finance: Changed signatories – will remove previous clerk - still on for time being, will take ex Councillors off and go ahead as agreed to set up online banking.
10. Parish Clerk Update: Vacant property at Temple Farm and the Laurels – MrThompson will get in touch with the Parish Council when he has all information available – currently delayed as waiting for consultant reports. He will keep in touch.
11. Planning – new Planning Applications: No new applications received.
12. Highways: Lorries with straw littering village understand farmer now sub lets out to another person.
13. Neighbourhood Watch: Issue with trespassing.
14. Cemetery: No update.
15. A.O.B: Village Website – need content, Cllr Matt Leighton nominated to look after. People able to post on without any monitoring!! Look at possibility of newsletter for those that do not use Facebook etc.
16. Closed Session: No requirement to go into closed session.
17. Date and time of next meeting to be agreed: Monday 25th September 2023 at 6.30 pm in the Village Hall. The meeting closed at 8.03 pm.

Quickline are using PIA to enable a quicker less disruptive method of build however it does include some Civil work which due to start with Rodding and roping of ducts, general survey work and pre civils where needed.
Estimated dates are as follows:
• Civils start – Jan / Feb 2023
• Actual Build start – Feb 2023
• Build finish – May 2023
• Ready to order – June / July 2023 subject to final sign off
Engagement
Quickline believe in engaging with all and work collaboratively where possible, We will be arranging Q&A sessions for residents and businesses to attend to discuss our build, details of each area will be released once we have firm dates for these. (should you wish a separate meeting with myself, or a member of my team please let me know and we will be happy to arrange)
• Awareness letters will be sent to all residents prior to build starting
• Civils letters will be sent to those effected at least 5 days before work commences
• We will be using social media and marketing to stimulate demand as well as our two events.
• Keeping Door to door canvassing at a minimum.
Investment
As well as building a future proof gigabit network, Quickline believe in Communities and also have a community pot for areas we build to. We are also providing free service to village halls or community hubs. So whilst we engage we also wish to know of any projects you feel may need a little help being achieved and of any community halls or buildings that would benefit from broadband.
