ASLACKBY & LAUGHTON PARISH COUNCIL

MINUTES OF PARISH COUNCIL MEETING HELD AT ASLACKBY VILLAGE HALL ON MONDAY 25TH SEPTEMBER 2023 COMMENCING AT 6.30 PM.

In attendance: Cllrs Atkinson, Carr, Dodds, Fairhead, Miller,

Roberts, District Cllr R Dixon-Warren, 2 members of the public were also in attendance.

Public Forum:

Opening of Meeting: Cllr Roberts welcomed everyone to the meeting. 

Issues re road repairs!  Why close road completely – need to get contractor to come back and resolve issues.

Straw lorries/tractors still bringing full loads through – not slowing down when first entering the village.

Could we apply for a Temporary Speed Limit for the busier times of the year or whole year round statutory speed limit from junction?

Cllr Atkinson will invite James Tickler to next meeting to discuss issues PC have.

County Councillor: 

No Report.

District Councillor Report:

September report being emailed out tomorrow (more detail in brief).

Information from Leader of the Council will be sent out to all Parishes.

Still pushing housing department re what is happening with Aveland Close.  RDW will update as soon as he hears from housing department.

Cllr Fairhead re Aveland Way not sure what is happening broken windows in car etc.  Nobody wants to give out information to who is responsible.

To agree Minutes of Parish Council Meeting held on 24th July 2023: All in agreement for above minutes to be signed.

Matters Arising from Minutes: Cllr Roberts reported highways cut back hedge from factory (flush) to the road – other hedges belong to the Parish – SL Engineering need to know which hedge is problem and who is responsible!

Gravel in road also an issue!

As PC can we (cut back) – Cllr Dodds offered to sort – will flail it.

Finance:

Authorisation of payments presented by Parish Clerk:

Parish Clerk salary (June/July/August/September) – £875.64

BDG Mowing – £672.00

Wave/Anglian Water – £19.29

Lionel Fisher, Cemetery Grass cutting – £650.00

Appointment of Internal Auditor:

Peterborough Accountancy (Paul Taylor) – currently carries out all work for Haconby & Stainfield, Baston, Tallington Parish Councils as well as other Parishes in Peterborough area – checking end of year accounts and signing off in readiness to be submitted to External Auditor.  Also deals with HMRC.

Parish Clerk Update: None.

Planning – new Planning Applications: Opal – time scale not determined with District Planning.  Underground cable across to church (through graveyard).  Foresee problem down East Street.

Highways: Issues re trucks etc. parking on slip road parking bay, causing issues for residents – issues need to be discussed with Cllr Hill.

Neighbourhood Watch: Look at good neighbourhood scheme.  Trespassing – unsocial behavior – Police still doing occasional trips to village.

Cemetery: Hedge cut, looks very smart.

14.

A.O.B: Discussion re possible Skipsame price as last year – need to agree date (October/November) normally use BSH (Bourne Skip Hire).  Scrap needs to be taken out (weighed in).  Advertise when skip will be available.

Verge not cut in front of Temple House? (Kestrel House).

What are we responsible for i.e. PC land etc. near allotments – do not think it is PC but belongs to residents – Cllr Roberts will investigate.

Closed Session: Cllr Roberts closed meeting for members of the public – thanking them for attended.  Cllrs then went into closed session.

Date and time of next meeting to be agreed:  Monday 30th October 2023 at 7 pm (new time) in the Village Hall.  The meeting closed at 8.30 pm.
