1   Apologies –. Cllr J Pickard (JP), Cllr Katie Long (KL). Absent – District Cllr Peter Moseley (PM2), County Cllr Martin Hill (MH)   

2   The Chairman welcomed all present.

4   Declarations of Interest – None. 
   
5   Minutes of the Last Meeting – Proposed by RS and seconded by RM.    

6   Matters Arising

A number of Action Points were still outstanding from the last meeting, JL will carry theses forward to the next meeting.

Any other items will be covered in appropriate sections below.

7   Planning

A planning application had been received had been received from Mr Key at Laughton for am extension. There were no objections.

JL had also received notification that an application for an extension at 1 Woodbine Cottage on Kirkby Underwood Road had been approved. JL stated that he had never received notification of this application in the first place, however there were no objections.   

8   Cemetery

Nothing to report, although BW said that there had been two burials at the new Green Burial Site at Temple Wood since it opened and that no traffic congestion had been reported.   

9   Neighbourhood Watch

Nothing to report.   

10   Highways

JL and BW said that none of the Highways issues mentioned at the last meeting and listed below had been fixed and, most were to do with not seeing County Councillor MH to challenge him. BW said he will try and collar him at the forthcoming elections.

Action: BW

•   The inspection chambers near the gulley’s on the A15 and some in the village had still not been sorted. 
•   JL reported blocked drains that were full of grit from the resurfacing and were causing flooded roads when there was heavy rain.
•   Maintenance of Footpath No4 was still outstanding
•   The issues with Fix My Street were still outstanding.
•   None of the potholes on Laughton Road had been fixed and somewhere now quite dangerous.
•   Sand bags

JL again apologised that he had still not managed to sort out the Children Playing signs but said he was now waiting for a response from LCC Highways to see if we were allowed to put up such signs. He was also awaiting a response to his request for lowering the speed limit outside the factory. He will chase these.

He had also emailed Highways about reducing the speed limit outside the factory as this was a 60mph limit until you got to the junction with Temple Road. Again, he is still awaiting a response.

BW raised the issue of the large pot hole on the road to Low Park. MD will take a photo and send this to JL so he can report it. He will also take photos of the collapsed bank at the Laughton turn towards Temple Wood so that this too can be reported.

JL said he had requested a new quote from BDG for cutting the grass next year. He had also requested them to quote for Footpath No4.

RM said that the bank near Graby Ford was becoming more and more eroded and had contacted MH who said it was being monitored.

PM said that there seemed to be a lot of contamination in the Beck when there was heavy rain. There was some discussion as to what may be causing this and it was agreed to monitor it during the next heavy downpour and report if necessary.   

11   Finance

JL said he had received no invoices since the last meeting. As this was the case the bank balances remained the same as at the last meeting.

RM said he could get hold of replacement Defibrillator Pads at a nominal charge. It was agreed to look in to this further next time they needed replacing.

JL had spoken to JP who said he had not yet claimed the VAT refund. He had tried a couple of times but he had now received notification that there had been a problem with the website. He will continue to try.

JL said he had received the paperwork for next years Precept. It was agreed that this should be discussed at the first meeting in January. Forms needed to be back by 17th January. JL will email JP the figures from the last few years. It should also be noted that the Clerks Wages had increased this year whilst Cemetery Income was down so this would need to be taken in to account when setting a figure.

12   Correspondence

All correspondence had been actioned in previous sections above. 
   
13   SKDC Update/Neighbourhood Plan

No one was available from SKDC to give an update.

JL had stated that he had still been unable to find someone at SKDC that would be able to give any type of update but now receives an email Newsletter. He said that in future he would forward this on to Councillors by email. This was accepted.

14   Lincolnshire County Council Update

No one was available from LCC to give an update.    

15   A.O.B

RM said he had some stain available that could be used to re-do the village benches. BW said he would check to see if this was suitable and would then make a decision.

JL said he had had 3 persons approach him re the PC buying the phone box. A short discussion was had and again it was decided this was not something the PC wished to do due to it being a listed building and therefore the Insurance Costs where prohibitive. JL will contact BT to se if they will come and paint it.

PM gave his apologies for the next meeting as he will be away on holiday.
