ASLACKBY & LAUGHTON PARISH COUNCIL

CHAIRMANS REPORT-- YEARS 2019/2020/2021

Well, this is the first two-year report in one due to the Covid pandemic of which more later.

The year 2019 started normally with a rubbish skip in May which was filled to capacity and provided a van load of scrap which helped towards the cost.  The same outcome happened in October with the second skip, this service is most appreciated by Aslackby & Laughton residents.

The vacancy on the Parish Council was filled by Councillor Richard Miller, which was a happy return after several years off the council.

The grass mowing in the village was again carried out by Brittan's and L.C.C. now give the Parish Council a small amount of money towards the cost.

There were several Planning Applications during the year for extensions and for two new properties.

The cemetery had no interments during the year so there was no income for the council. Again, I would like to thank Mr Lionel Fisher for his maintenance of the cemetery.

There were several crimes reported in and around the village during the year, which were reported to the Police.

Highway matters during the year were mostly potholes and missing signs with some still outstanding.

In late February Covid 19 appeared on the scene and in March we went into lockdown, so all face-to-face meetings were cancelled, so no Parish Meetings were held for most of the year.
It was August before the next face to face Parish Meeting. There was very little business between March and August but what business there was went to Councillors for their opinions which were then passed onto the Clerk. In January we went into lockdown again, so the Council Meetings did not resume until April. There were six planning applications during the lockdown with details being passed to Councillors for their comments again as during the last lockdown.

The cemetery again had no interments so the cost of maintenance will come out of the precept. 

Again, I would like to thank Mr Lionel Fisher for his cemetery maintenance.

Highway matters during 2020/2021 have included several large potholes and damaged road surfaces on Laughton Road and the road to Low Park which, after numerous phone calls and emails by the Clerk and the Chairman, resulted in a meeting with Councillor Hill to get the matters resolved. Unfortunately a number of these still remain outstanding.

The grass mowing in the village has been awarded to Brittan's at the same price as last year.

Crimes during the year involved a burglary at Graby where several firearms were stolen and an abandoned car on Kirkby Underwood Road which has now been removed.

On 23” December after very heavy rain, Parish Councillors and three residents spent several hours at night filling and placing sandbags around several properties to stop them flooding.  Which we did just in time. It stopped raining at 10 pm and within an hour the flood water started to go down.

Getting back to Covid, Aslackby has had several cases but happily no deaths as far as I   know.

The council has a vacancy again as last week Councillor Peter Morris resigned due to him going to live in France.

Two rubbish skips were again provided during the year with the same result as last year with both filled and two vans full of scrap.

As always, I would like to thank the Clerk for his works and support during the two years, also Vice Chair Councillor John Pickard for his support and work and my fellow Councillors.

I   would also like to thank L.C.C. Councillor Martin Hill for his help during the two years. I cannot thank District Councillor Peter Moseley as we have not seen nor heard from him for the last two years.
