Minutes from meeting held on 17th February 2020

1   Apologies – Cllr Katie Long (KL), Cllr R Miller (RM)

Absent – District Cllr Peter Moseley (PM2), County Cllr Martin Hill (MH)   

2   The Chairman welcomed all present and members of the public.   

3   No members of the public were present. 
   
4   Declarations of Interest – None. 
   
5   Minutes of the Last Meeting – Proposed by MD and seconded by JP.    

6   Matters Arising

Any matter arising will be dealt with in the sections below.   

7   Planning

No new planning applications had been received.    

8   Cemetery

Nothing to report.   

9   Neighbourhood Watch

Nothing to report since the last meeting.   

10   Highways

Comment was made that the hedge at Laughton Manor had now been cut.

JL mentioned that he had receive an email from Highways offering dates for a walk around so that the PC could highlight all the areas of concern within the Parish. The meeting had been scheduled for Thursday the 12th March, time to be arranged nearer the time. A list was made of the areas that needed addressing, these are: -

•   Clearing gulleys on the A15 and throughout the village.
•   Clearing the inspection chambers on the A15 between the Village Hall and the Pub.
•   Unblocking drains that were overflowing in the village and on the junction on the A15
•   Remove gravel from drain near factory
•   Outstanding pot holes and the general state of the roads, especially on the road up to Temple Wood.
•   Pot holes in the Ford and on the Ford bridge.
•   Clearing out the gulleys at the new head walls just as you leave the village towards Low Park
•   The drains between Seraphina and the Ford require jetting as blocked and over flowing. - Inspection chamber?
•   Response from Highways re possibility of putting up speed signs “Children playing”
•   Update on road resurfacing on the road to Temple Wood. MH said he had spoken to Highways and they had agreed that they would resurface an area properly instead of just patching as this would be cheaper in the long run. He will chaise these up to see when it would be done.
•   Update on fixing all the potholes on Laughton Road
•   Hedge at Jean Parry’s on Kirkby Underwood Road
•   Water on grass bank opposite Moorfiled Farm
•   Village Hall Sign - snapped

JL said this was just what he was aware of at this point but asked all Parish Councillors that if they had anything else to email him with details before the meeting with Highways.

JL said he had requested that the speed limit outside the factory be reduced to 30MPH and had sent this via MH for his input. No update had been received to date. He also said he was still awaiting authorisation as to whether we could put up Children Playing 20 mph signs. However, this could also be raised when we meet Highways on the 12th of March.   

11   Finance

JL had received no invoices since the last meeting.

No bank balances were available as no transactions had been made since the last meeting.

JL said he would go into the bank and get the books made up to check whether the VAT refund and the Precept monies had been received.

JL had received a letter from Highways to ask if the PC wanted to partake in the Grass Cutting Scheme again this year. JL had already responded to say yes and the new figure we would receive would be £******. JL said he had sent off the forms for the refund for last year but had received no confirmation yet.

JL asked if it was OK for him to re-new the Insurance when it was due for renewal as this was a stipulation for receiving money from Highways. All agreed that this would be OK.

JL was still awaiting confirmation from BDG mowing for the costs of grass cutting and Footpath No4., so he will email and remind him.

12   Correspondence

JL had received a letter from the House of Commons from Gareth Davies inviting the Chairman BW to a Parish Council Summit on 20th March. He gave the details to BW.

JL had received an email from Search & Rescue asking if we would put up a poster about their Lottery. All agreed that this could be done so JL will put it in the Village Notice Board.

All other correspondence had been actioned in previous sections above. 
   
13   SKDC Update/Neighbourhood Plan

No one was available from SKDC to give an update, however JL now emails relevant Literature to all Parish Councillors as he received it. PM handed out a copy of the SKDC Update Magazine which had been refereed to in on of JL’s emails.   

14   Lincolnshire County Council Update

No one was available from SKDC to give an update   

15   A.O.B

BW again apologised that he had not obtained the stain/oil required to treat the village benches. He will do this once the weather improves and the benches dry out.

JL asked for a date for the first skip and it was agreed that this would be on Saturday 28th March. JL will get the slips printed for BW to deliver.

Action: JL

JL said he had received a reminder that the Defibrillator was due for its annual service and could he arrange this. It was agreed that this was OK so he will do this in due course.
